Etant donné que ces recettes ne sont pas versées au trésor, le CNT invite le Gouvernement (Ministère en charge des Finances, Ministère de la Sécurité et de la Protection Civile et le Ministre en charge de l’administration du territoire) à suspendre cette activité en attendant la mise en place d’une réglementation permettant le versement desdites recettes dans les comptes du trésor », rappelle Fatima Camara, rapporteur générale du CNT.
Par conséquence, « le CNT s’est impliqué, à travers sa ‘’commission du plan, des affaires financières et du contrôle budgétaire’’, dans la médiation entre les structures de jeux et l’administration fiscale, en vue de l’application de l’article 513 du code général des impôts, relatifs à la taxe sur les jeux de hasard. A cet effet, il invite les entreprises de jeux au respect scrupuleux des dispositions dudit article. A noter que l’application de cette disposition permettra de rehausser les prévisions de recettes à plus de 250 Mds. Dans le souci d’améliorer le niveau de mobilisation et la sécurisation des recettes fiscales et douanières, Le CNT invite le Gouvernement à accélérer le processus de mise en œuvre de la facturation électronique par l’administration fiscale et la dématérialisation des paiements douanières à l’intérieur du pays», préviennent les conseillers nationaux.
La douane ne fait pas exception de cette triste réalité: « Quant à la Direction Générale des Douanes, le manque à gagner par an est estimé à 6 064,41 Mds GNF dont : 536,38 Mds au titre du régime dérogatoire du code minier, 1 610,26 Mds au titre des conventions particulières, 3 905,50 Mds au titre des protocoles, accords et conventions et 12,27 Mds au titre des exonérations exceptionnelles et conditionnelles.»
